COVID Update - 2 August 2021

The Premier has announced that as of 12.01am Thursday 5 August 2021, the proposed restrictions will be eased including:

  • 1 person per 2 square metres for defined public activities.
  • 1 person per 4 square metres for gyms and indoor fitness (indoor fitness facilities includes gyms, health clubs, fitness centres, yoga, barre and spin facilities, dance and pilates studios and swimming pools).
  • Sport (including school and community sport) can return to competition – restrictions on spectators.

The below restrictions will remain in place:

  • Seated consumption of food and beverage (outdoors and indoors). Communal food and beverages are not permitted.
  • No singing indoors, unless it is a performance, an education establishment or a private lesson.
  • Masks required in shared indoor public spaces, passenger transport services, health care services, high risk settings, and personal care services. Masks can be removed by a customer or client if it inhibits the provision of services by a health care service or a personal care service. Other exceptions also apply.

All easing of restrictions will be confirmed once the Emergency Management Directions are updated.

Until 12.01am Thursday 5 August 2021, the following restrictions are still in place:

The Emergency Management (Activities – Associated Direction No 6)(COVID-10) Direction 2021 have been released and are to operate as an appendix to the Emergency Management (Activities – General No 3) (COVID-19) Direction 2021.

Level 3: medium restrictions

General restrictions that apply to Sport, Recreation and Fitness

  • 1 person per 4 square metres.
  • No communal consumption facilities.
  • Seated food and beverage consumption only.
  • COVID Management Plan: events of more than 1,000 people and outdoors only.


  • School, team and club sport or training that does not involve interaction with other schools, teams or clubs is permitted. Masks are not required when physically exerting.
  • Sports spectator restrictions – spectators are only permitted to be present as a caregiver for a participant at training - only 1 caregiver per participant is permitted and must be wearing a mask.
  • Masks required for shared indoor public places (i.e. club rooms, fitness centres).
  • Masks required for health care services to be worn by providers and patients (i.e. club physiotherapy, sports trainers, doctors).
  • Mandatory use of QR Codes check-ins.

Fitness & swimming pools 

  • Indoor fitness facility means gymnasiums, health clubs, fitness centres, yoga, barre and spin facilities, dance and pilates studios and swimming pools (other than swimming pools being used for rehabilitation purposes authorised by a health or disability practitioner).
  • 1 person per 8 square metres density (indoor fitness facilities)
  • Individuals must remain separated at a reasonable distance from each other – as far as reasonably practicable, the required density of 1 person per 8 square metres.
  • Masks required for indoor fitness facilities and swimming pools (except while exercising).
  • Masks required for trainers/instructors/leaders (except while exercising).
  • Mandatory use of QR Codes check-ins.

COVID Marshals are required for:

  • Gyms/Fitness centres/Swimming pools.
  • All public activities.

COVID Safe Plan required for a defined public activity unless a COVID Management Plan is in place.

COVID Management Plan is required for an event where there are more than 1000 people present.
